National Highway Sector Schemes

National Highway Sector Schemes (NHSS) are quality management schemes for organisations working on the UK’s road network. They are based on the ISO 9001 framework but interpret it precisely to highways activities.

Who needs to be certified?
All businesses that supply services covered by NHSS to Highways England must register under the relevant Scheme (s) for that work unless the contract documents state otherwise. It is a mandatory requirement under the Specification for Highways Works. You do not have to be registered if you subcontract the work, but any subcontractors you use must be. This is because the Specification for Highways Works does not allow subcontractors to provide services under the umbrella of another registered supplier.

NHSS includes more than 20 individual schemes.

The Scheme shall:

• Provide an industry benchmark
• Ensure processes and procedures are planned
• Provide a basis for continuous improvement
• Focus on quality as an objective
• Reduce overall costs for the client and supplier
• Provide and maintain an appropriately trained and competent workforce
• Promote confidence in quality management systems by the provision of a robust, transparent approach.
